I see the map time is not the standardize 64 player size and most if not all maps are running map size 32 & not 64.

Why is this?

It seems just when the Coalition side starts getting to about the 6 - 7 of 10 caches there's only 30m or less left in the round that with the 64 player timer the coalition would win but the timer forcing the INS to win more often your thoughts?

Yeah I think there should be more time per round... Something like 2-3 hours would be ok.

before the time change the game would end with the Americans either winning or running out of tickets but now this almost never happens
